On August 25, 2023 the Interactive Session on implementation of Ukraine’s Peace Formula (Point 8: Ecological Safety) in hybrid format took place at the Embassy of Ukraine in the Republic of India.
Representatives of the Indian expert community, concerned private businesses and the diplomatic missions based in New Delhi participated in the discussion.
During the interactive Session participants discussed the ways of practical implementation of Point 8 “Ecological Safety” of the Peace Formula, in particular:
The official representatives of the Ministry of Environmental Protection and Natural Resources of Ukraine and the Ministry of Economy of Ukraine informed the participants on:
- the philosophy and vision of Ukraine on the implementation of Point 8 of the Ukrainian Peace Formula "Ecological Safety";
- the environmental consequences of the ongoing Russian military aggression, including the Russian terrorist act of blowing up the Kakhovka HPP dam;
- the key areas of the road map for the implementation of Point 8 of the Ukrainian Peace Formula "Ecological Safety" (assessment of the damage caused to the environment, conducting investigations and holding the Russian Federation accountable, international assistance in restoring the natural environment of Ukraine);
- the need to increase assistance from foreign partners (both bilaterally and within the framework of international organizations) taking into account the significant scale of Russian crimes against the environment;
- the involvement of international assistance in the field of humanitarian demining and the main priorities of Ukraine in this regard (transport and energy infrastructure, public safety, agricultural lands);
- the work of the Center for Humanitarian Demining, created to improve the system of coordinating the activities of all entities that provide measures for humanitarian demining on the territory of Ukraine, as well as the organization of proper interaction between donors who provide financial and technical assistance;
- the readiness of the Ukrainian side to provide comprehensive support to foreign private businesses in solving possible problematic issues with their respective governments within the framework of their participation in humanitarian demining;
- Japan's leading role in providing assistance to Ukraine in the framework of humanitarian demining, as well as restoration of energy and agricultural infrastructure.
Key signals of the participants of the Interactive Session:
- the participants positively evaluated the format of the event – expert consultations, which allows for a substantive discussion of the vision and needs of Ukraine, as well as to work out further practical steps for the implementation of the Ukrainian Peace Formula;
- representatives of the concerned Indian companies confirmed the availability of relevant solutions in the issue of humanitarian demining;
- representatives of Indian expert community supported the importance of the humanitarian component of the demining process and called for facilitation of training programs for the local Ukrainian population, affected by the threats from mines and explosive objects, on behaviour, treating the wounded persons etc;
- it was also proposed to raise this issue within the framework of the UN General Assembly, in particular in the context of achieving the "Sustainable Development Goals" adopted by the UN General Assembly in 2015;
- present foreign diplomats expressed support for the Ukrainian Peace Formula;
- the EU representative confirmed that according to the data of the European Environment Agency the consequences of Russian ecocide go far beyond the borders of Ukraine and will have a negative impact in the EU countries.
Conclusions:
It was agreed to continue the exchange of relevant information and to hold additional separate meetings in order to work out practical steps for the implementation of Point 8 of the Ukrainian Peace Formula “Ecological safety”.
By conducting such expert discussions, we aim to bring implementation of the Peace Formula to a practical level with clear and measurable outcomes.
