Contacts at the highest level:

June 29 - July 3, 2010 - official visit of the President of Sri Lanka M. Rajapaksa to Ukraine. A number of intergovernmental agreements were signed.

Other high-level bilateral contacts:

November 2004, Deputy Minister of Economy and European Integration of Ukraine Valeriy T. Pyatnytsky visited Sri Lanka.

September 12-13, 2007, Minister of Export Development and International Trade of Sri Lanka G.L. Peiris visited Ukraine.

Political consultations:

June 19, 2008, the first Ukrainian-Sri Lankan political consultations at the level of Deputy Foreign Ministers took place in Kyiv.

Recent bilateral contacts:

- April 4-8, 2016 - visit to Ukraine of the Prosecutor General of Sri Lanka D. Jayasuri;

- June 24-25, 2016 - visit to Ukraine the Sri Lankan delegation headed by the Minister for Foreign Affairs M. Samaravira. Negotiations were held with the Minister for Foreign Affairs of Ukraine P. Klimkin and Deputy Prosecutor General of Ukraine Ye. Yenin;

- February 28, 2017 - meeting of the Minister for Foreign Affairs of Ukraine P. Klimkin with the Minister for Foreign Affairs of Sri Lanka M. Samaravira within the framework of the 34th session of the UN Human Rights Council (Geneva);

- May 18, 2017 - meeting of the Chairman of the Verkhovna Rada of Ukraine A. Parubiy with the Speaker of the Parliament of Sri Lanka K. Jayasuri within the framework of in the Global Conference of Openness of Legislative Authorities (May 18-20, 2017, Kyiv);

- July 19-20, 2018 - working visit to Colombo of the Parliamentary Delegation of Ukraine headed by the Head of the Parliamentary Group of the Verkhovna Rada of Ukraine for Interparliamentary Relations with the Sri Lanka O. Bilozir, during which meetings were held with the Speaker of Parliament K. Jayasuri and Prime Minister R. Vikremesinghe;

- September 26-30, 2018 - visit of the delegation of the Sri Lanka Parliamentary friendship group with Ukraine headed by MP A. Marasinghe to Kyiv. Negotiations were held with the Speaker of the Verkhovna Rada A. Parubiy, Deputy Ministers of Energy and Coal Industry, Culture, Youth and Sports, Education and Science, as well as the First Deputy Minister of Defense of Ukraine;

- September 26, 2019 - Meeting of the Minister for Foreign Affairs of Ukraine V. Pristaiko with the Minister of State for Foreign Affairs of Sri Lanka R. Aryasinha during the 74th session of the UN General Assembly (New York).

4. Legal Basis of bilateral relations

The Legal and Treaty basis of the bilateral relations between Ukraine and Sri Lanka consists of 12 international treaties in force. 10 of them are intergovernmental and 2 interministerial.

The parties are considering drafts of another 10 bilateral agreements. 8 of them are under consideration by the Sri Lankan side, 2 are under consideration by the Ukrainian side.

The parties have also already initialled drafts of two bilateral documents: the Agreement between the Cabinet of Ministers of Ukraine and the Government of Sri Lanka on the establishment of the Joint Intergovernmental Ukrainian-Sri Lankan Commission on Trade and Economic Cooperation and the Agreement between the Cabinet of Ministers of Ukraine and the Government of Sri Lanka on Avoidance of Double Taxation and Prevention of Tax Evasion.

In 2019, during the meeting of the Minister for Foreign Affairs of Ukraine V. Pristaiko with the Minister of State for Foreign Affairs of Sri Lanka R. Aryasinha during the 74th UN General Assembly on September 26, 2019 in New York, was signed an Agreement between the Cabinet of Ministers of Ukraine and the Government of Democratic Socialist the Republic of Sri Lanka on Exemption from Visas for Citizens Who Use Diplomatic, Service or Official Passports.

5. Ukraine-Sri Lanka Bilateral Trade

During the last years, trade and economic cooperation between Ukraine and Sri Lanka has been characterized by steady growth in Ukrainian exports. The largest volume of trade was recorded in 2019 (USD 100.5 million).

In 2020, the volume of bilateral trade amounted to USD 72.3 million (decrease of 28.1%). At the same time, exports amounted to USD 35.6 million (decrease of 42.9% due to the complete cessation of supplies of metallurgy production), Sri Lankan imports – USD 36.7 million (decrease of 3.7%). For the first time in many years, the trade balance was negative for Ukraine (USD 1.1 million).

The main positions of Ukrainian exports to Sri Lanka in 2020 were: cereals (60.9% of total exports), vegetable products (22.5%) and fats and oils (4.5%) etc.

Sri Lankan imports to Ukraine were dominated by coffee and tea (61.5% of total imports), knitted clothing and accessories (10.9%) and textiles (7.9 %).

6. Cultural and humanitarian cooperation

One of the priorities of cultural and humanitarian cooperation with Sri Lanka is the finalizing the draft of Memorandum of Cooperation in the Field of Education and Science.

An important area of cooperation is the education of Sri Lankan students in universities and educational institutions of Ukraine.
