On August 25, 2023 the Interactive Session on implementation of Ukraine’s Peace Formula (Point 8: Ecological Safety) in hybrid format took place at the Embassy of Ukraine in the Republic of India.
Representatives of the Indian expert community, concerned private businesses and the diplomatic missions based in New Delhi participated in the discussion.
During the interactive Session participants discussed the ways of practical implementation of Point 8 “Ecological Safety” of the Peace Formula, in particular:
Transferring methods for assessing damage to the natural environment;
Participation in overcoming the consequences of ecocide;
Participation in humanitarian demining;
Restoration of soil fertility;
Receiving funds and technologies for the restoration of sewage treatment plants.
The official representatives of the Ministry of Environmental Protection and Natural Resources of Ukraine and the Ministry of Economy of Ukraine informed the participants on:
- the philosophy and vision of Ukraine on the implementation of Point 8 of the Ukrainian Peace Formula "Ecological Safety";
- the environmental consequences of the ongoing Russian military aggression, including the Russian terrorist act of blowing up the Kakhovka HPP dam;
- the key areas of the road map for the implementation of Point 8 of the Ukrainian Peace Formula "Ecological Safety" (assessment of the damage caused to the environment, conducting investigations and holding the Russian Federation accountable, international assistance in restoring the natural environment of Ukraine);
- the need to increase assistance from foreign partners (both bilaterally and within the framework of international organizations) taking into account the significant scale of Russian crimes against the environment;
- the involvement of international assistance in the field of humanitarian demining and the main priorities of Ukraine in this regard (transport and energy infrastructure, public safety, agricultural lands);
- the work of the Center for Humanitarian Demining, created to improve the system of coordinating the activities of all entities that provide measures for humanitarian demining on the territory of Ukraine, as well as the organization of proper interaction between donors who provide financial and technical assistance;
- the readiness of the Ukrainian side to provide comprehensive support to foreign private businesses in solving possible problematic issues with their respective governments within the framework of their participation in humanitarian demining;
- Japan's leading role in providing assistance to Ukraine in the framework of humanitarian demining, as well as restoration of energy and agricultural infrastructure.
Key signals of the participants of the Interactive Session:
- the participants positively evaluated the format of the event – expert consultations, which allows for a substantive discussion of the vision and needs of Ukraine, as well as to work out further practical steps for the implementation of the Ukrainian Peace Formula;
- representatives of the concerned Indian companies confirmed the availability of relevant solutions in the issue of humanitarian demining;
- representatives of Indian expert community supported the importance of the humanitarian component of the demining process and called for facilitation of training programs for the local Ukrainian population, affected by the threats from mines and explosive objects, on behaviour, treating the wounded persons etc;
- it was also proposed to raise this issue within the framework of the UN General Assembly, in particular in the context of achieving the "Sustainable Development Goals" adopted by the UN General Assembly in 2015;
- present foreign diplomats expressed support for the Ukrainian Peace Formula;
- the EU representative confirmed that according to the data of the European Environment Agency the consequences of Russian ecocide go far beyond the borders of Ukraine and will have a negative impact in the EU countries.
Conclusions:
It was agreed to continue the exchange of relevant information and to hold additional separate meetings in order to work out practical steps for the implementation of Point 8 of the Ukrainian Peace Formula “Ecological safety”.
By conducting such expert discussions, we aim to bring implementation of the Peace Formula to a practical level with clear and measurable outcomes.
On September 26, 2023, the Embassy of Ukraine in the Republic of India hosted an Interactive Session on the implementation of Ukraine’s Peace Formula (Section 2: "Food Security") in a hybrid format.
Representatives of the Ministry of Economy of Ukraine, Ministry of Agrarian Policy and Food of Ukraine, the Ministry of Communities, Territories and Infrastructure Development of Ukraine, the State Service of Ukraine on Food Safety and Consumer Protection, the Navy of the Armed Forces of Ukraine, scientific and expert circles of India, the diplomatic corps accredited in New Delhi, as well as the UN World Food Programme in India took part in the discussion.
Key signals of the participants of the Interactive Session:
Russian terrorist attacks on food infrastructure have a direct impact on global food security, leading to rising global food prices and social and political instability. At the same time, it is the countries of the Global South that suffer the most from these actions of the Russian Federation.
Taking into account the scale of negative consequences due to Russia's blocking of food supplies from Ukraine, the importance of joining international organizations as well as India, as a leader of the Global South, to the implementation of Section 2 "Food security" of Ukraine’s Peace Formula was emphasized.
Ukraine highly appreciates the support provided by partner countries and international organizations aimed at restoring the work of agricultural capacities, trade liberalization, logistics (primarily from Ukraine's neighbouring countries).
The participants of the event were informed about the volumes and logistics of the export of Ukrainian food products, in particular the measures Ukraine is taking to develop alternative supply routes (including the involvement of partner countries), the development of the Danube maritime cluster and the operation of the temporary maritime corridor.
The security in the Black Sea is important for world food markets and global food security. Ukraine is interested in building a stable security architecture in the region, ensuring freedom of navigation, an effective system of transport and communications, and calls on foreign partners to join this process.
In the framework of overcoming the consequences of Russian military aggression, foreign partners were invited to join the implementation of projects for the restoration and/or modernization of irrigation systems in Ukraine, demining of the Black Sea waters, humanitarian demining (agricultural land, transport infrastructure, civil and critical infrastructure, as well as private households).
Particular attention was focused on the humanitarian initiative "Grain from Ukraine", which allowed the export of food to the countries that need it most (Somalia, Yemen, Ethiopia, etc.). Partners were invited to join the implementation of the humanitarian initiative "Grain from Ukraine" as well as to participate in the 2nd "International Summit on Food Security" in November 2023.

On December 14, 2023, the Embassy of Ukraine in the Republic of India hosted an Interactive Session on the implementation of Ukraine's Peace Formula (Point 5 "Restoration of Ukraine’s Territorial Integrity" & Point 7 "Restoration of Justice") in a hybrid format.
Representatives of the Office of the Prosecutor General of Ukraine, the Ministry of Justice of Ukraine, the Mission of the President of Ukraine in the Autonomous Republic of Crimea, scientific and expert circles of India, the diplomatic corps accredited in New Delhi (the Embassies of Poland, Italy, Finland, Romania, Latvia, Denmark, Guatemala) took part in the discussion.
The Ukrainian delegation of the Foreign Policy Council "Ukrainian Prism", which visited New Delhi on December 14-16, 2023, also participated in the consultations.
During the consultations, the philosophy of sections 5 and 7 of the Peace Formula and ways of implementing these provisions were discussed. Following key topics were emphasized:
the need to improve existing mechanisms for implementing the basic principle of respect for territorial integrity and sovereignty enshrined in the UN Charter. In this context, special attention was paid to the need to reform the UN Security Council (including limiting the right of veto) and strengthening the role of the UN International Court of Justice;
the need to ensure effective investigation of international crimes of the Russian Federation and bringing perpetrators to justice;
the need to intensify efforts and ensure Ukraine's support on international platforms in the matter of creating a special international tribunal regarding the crime of aggression against Ukraine;
the importance of effective functioning of the International Register of damages caused by the aggressor - Russian Federation and the compensation mechanism;
numerous violations of human rights and crimes against humanity committed by the occupation authorities of the Russian Federation on the territory of the temporarily occupied Autonomous Republic of Crimea, changes in the demographic composition of the Crimean Peninsula.

Special attention was focused on the importance of joining India, as a global player in the international arena and a voice of the Global South, to the implementation of the provisions of the Peace Formula. In this context, the active position of official New Delhi regarding participation in consultations at the level of national security advisors and political advisors (Indian representatives were represented at all 3 rounds of consultations) was noted and called for the maintenance of this positive trend.
The need to maintain bilateral contacts at the highest level was emphasized. In this context, the visit of the Honourable Prime Minister Shri Narendra Modi to Ukraine would become a powerful signal to the world community and a confirmation of India's declared position on supporting the principle of respect for territorial integrity integrity and sovereignty of all countries.
