Changes to the rules of entry into Ukraine

The Government of Ukraine taking measures to prevent the spread of coronavirus disease in Ukraine (COVID-19) and in this context, the Cabinet of Ministers of Ukraine issued a resolution of 07.04.2021 № 310 "On amendments to the resolution of the Cabinet of Ministers of Ukraine of December 9, 2020 № 1236 » (Text of the Resolution: https://www.kmu.gov.ua/npas/provnesennya-zmin-do-postanovi-kabinetu-ministriv-ukrayini-vid-9-grudnya-s70421 ).

The changes in the Resolution, among other, clarify the procedure of entry for foreign nationals to Ukraine and the requirements for self-isolation (observation) during the quarantine period:

- children - foreigners / stateless persons under the age of 12 - are exempted from the requirement to provide a negative PCR test for COVID-19 for entry to Ukraine (the requirement to have an appropriate insurance policy for entry of this category of persons into Ukraine remains unchanged);

- the requirements for self-isolation of persons in connection with crossing the state border to enter Ukraine have been clarified. Subject to the changes, citizens of Ukraine, foreigners and stateless persons permanently residing in Ukraine who cross the state border to enter Ukraine are subject to self-isolation, except for such persons (unless there are grounds to believe that they were in contact with the patient on COVID-19 person):

1) persons under 12 years of age;

2) drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;

3) persons carrying out transportation of hematopoietic stem cells for transplantation;

4) persons obtaining  the negative result of testing for COVID-19 by the Polymerase chain reaction method, which was conducted no later than 72 hours before crossing the state border.

Self-isolation, observation of a person is terminated in case of a negative PCR test on COVID-19, conducted after entering Ukraine. Requirements for the installation and activation of a mobile application ("Action at home") by person subject to self-isolation in connection with crossing the state border to enter Ukraine / checkpoints of entry into the temporarily occupied territory of Ukraine in Donetsk and Luhansk regions, temporarily occupied territory of Ukraine in the Autonomous Republic of Crimea and the city of Sevastopol and departure from it, remain unchanged.
