On 20 February 2026 in New Delhi, during the High-Level Meeting of the Council of the Global Partnership on Artificial Intelligence (GPAI), it was announced that Ukraine has been invited to begin the process of accession to this international initiative. The meeting took place within the framework of the India–AI Impact Summit 2026, held in New Delhi from 16 to 20 February 2026.

Ambassador of Ukraine to the Republic of India, H.E. Dr. Oleksandr Polishchuk, participated in the meeting and publicly confirmed Ukraine’s readiness to initiate the accession procedure.

In his remarks, the Ambassador expressed gratitude to GPAI member countries for the decision to open the path for Ukraine’s accession, noting that this is an important and symbolic step that demonstrates trust in Ukraine as a responsible partner in advancing human-centric, safe and trustworthy artificial intelligence.

Ambassador Polishchuk emphasized that since 2019 Ukraine has consistently implemented the recommendations of the Organisation for Economic Co-operation and Development (OECD) on artificial intelligence and considers their principles as the foundation of its national AI policy.

He also highlighted Ukraine’s engagement in international initiatives aimed at ensuring the safe and responsible use of AI. In particular, in 2023 Ukraine joined the Bletchley Declaration on AI Safety and, in December 2023, endorsed the Political Declaration on Responsible Military Use of Artificial Intelligence.

It was further noted that on 15 May 2025 Ukraine signed the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law, thereby reinforcing its commitments to the responsible use of AI in the public sector.

In this context, the Ambassador stressed that the decision to launch Ukraine’s accession process to GPAI creates a practical opportunity for Ukraine to contribute meaningfully to the Partnership’s work — through expert input, support to policy development, and participation in the implementation of applied initiatives.

Ambassador Polishchuk also welcomed the M.A.N.A.V. initiative presented by the Prime Minister of India, Shri Narendra Modi, and stated that Ukraine supports a human-centric approach to the development and deployment of artificial intelligence. The M.A.N.A.V. initiative promotes adherence to five key principles in the field of AI: Moral, Accountable, National Sovereignty, Accessible, and Valid (reliability and integrity).

The Ambassador underscored that for Ukraine, which has been confronting Russia’s full-scale aggression for last 4 years, artificial intelligence is not a theoretical matter. Ukraine witnesses how the aggressor state uses AI technologies for warfare, destruction and propaganda.

At the same time, Ukraine employs AI primarily as a tool for protection and saving lives. AI-based solutions are used to enhance the protection of civilians and critical infrastructure, strengthen resilience to electronic warfare, and support pilot projects in humanitarian demining through the application of advanced technologies.
